The shore-based shipping industry involves land transport operators, the waterfront industries, freight forwarders, port authorities customs agents and various government agencies. In recognition of the importance of this industry to Australia's trading performance, the Task Force on Shore-Based Shipping Costs was established by that country's Federal Minister for Transport and filed its report in 1986. This paper briefly describes the shore-based industry and gives an account of the operation, findings and achievement of the Task Force. It then goes on to outline the industry's role in efforts to deal with the problems faced by exporters and importers in moving their cargoes through Australia's ports.
