Even before flagging out started to become prevalent in 1972, some shipowners had moved their operations to Cyprus, prompted mainly by staff cost developments. The island republic has since seen the number of vessels registered under its flag grow in truly explosive fashion. This owes to Cyprus's offering more than a mere flag of covenience. The country has produced a commercial and shipping policy environment that lures management companies with a great deal more than just a favorable climate in the personnel field.
