AMERICAN CONTROLLED SHIPPING LEGISLATIVE PERSPECTIVE

This paper focuses on three issues of interest to American controlled shipping. The first is H.R.3994, a legislative proposal that would extend the application of various U.S. labor laws to certain foreign-flag vessels. The second is the concept of an American International Register, and the third is the problem of extending protection to American-controlled ships in the Persian Gulf. In addition, brief consideration is given to shipping policy issues in the international arena that might affect American- controlled shipping (also known as Effective U.S. Control--or EUSC- -Shipping).
