A CONCEPT FOR COMPETITIVE SHIPPING

The author discusses an existing situation in which the high cost of crews from the nationalities of the traditional maritime nations offsets the advantages gained from even reduced crews of such nationals in combination with a high level of automation. He therefore predicts that a major proportion of future vessels in international shipping will operate under flags that allow crewing with low-cost personnel. To illustrate the point, crew costs under the Norwegian flag are compared with those under the new Norwegian International Registry. In his view, the challenge lies in designing and building vessels intended for low-cost crew complements of 20 to 24 and optimized to combine advanced and simple technology for minimal capital and operational costs. This optimization concept he calls Optitech, and regards its adoption as a key element in restoring the competitiveness of shipping companies in high-cost countries.
