Issues related to the need for dual-role (i.e., military and commercial) ships are presented in this paper. Possible solutions for meeting dual-role ship requirements are examined. The authors favor an approach in which the vessel is designed specifically for its military role, and the design is adapted, as needed, to suit a commercial role. There is also an extensive discussion of the suitability of commercial vessels for conversion to a military role, and the suitability of military vessels for conversion to commercial use.
