THE MULTI-AGENCY MOU ON PORT SECURITY: A MODEL FOR CONFLICT RESOLUTION

The diverse military, law enforcement and commercial interests in port security as represented by the U.S. Navy, Coast Guard, Maritime Administration and other agencies offer the opportunity for a fruitful analysis of a model of conflict resolution applicable across a wide spectrum of marine policy concerns. Based on an examination of interagency coordination efforts in the area of port security policy, the author suggests that, wherever possible, policy formulation and implementation should be carried out at the local level. In this connection, the role of local port readiness commmittees in achieving successful interagency coordination on port security policy is highlighted.
