THE IMPACT OF THE TECHNICAL DEVELOPMENT ON SHIP-HANDLING IN COASTAL AND CONFINED WATERS

Technical developments in the maritime field have had a great influence on the conditions for navigation and shiphandling in restricted waters. This development is continuously accelerating and is governed not only by maritime relevance but also by commercial and marketing considerations. The means for accurate and reliable track keeping and monitoring have been radically improved, although some confusion appears to exist about the performance and limitations of the equipment. Consequently, there are reasons to believe that navigational procedures should be reviewed with present and future functional requirements in mind. As an integral part of the overall scene of navigational safety, vessel traffic services centers will also be affected by the full impact of technical developments, insofar as equipment, services offered and operational procedures are concerned.
