Bareboat charter registration is a legal arrangement under which the nationality of the bareboat charterer--who, for the period of the charter, has complete possession and control of the ship--is allocated to the ship for the period of the hire. The author believes that it offers benefits to both developed and developing countries and offers support for that view by describing the experience of West Germany, Mexico and the Philippines. Bareboat charter registration does present certain problems in administration and these, too, are noted. The prerequisite to its use as a stimulus to enterprise is that the government involved must recognize the value of a strong merchant fleet.
