IMPLICATIONS OF THE WORLD ADMINISTRATIVE RADIO CONFERENCE FOR MOBILE SERVICE 1987 FOR THE OPERATION OF SHIPS

The impact on shipowners and maritime administrations of the provisions of Chapter 9 of the new Radio Regulation, adopted by the World Administrative Radio Conference (WARC) in 1987, is examined in this paper. Topics discussed include costs to shipowners for the installation of communication equipment to comply with Global Maritime Distress and Safety System (GMDSS) requirements; the issue of implementation dates for the GMDSS; changes in maritime mobile frequency bands; and new requirements for the issuance of radio- electronic operators' certificates.
