METRICATION REPORT. PART 2: AD HOC TASK FORCE REPORT ON METRICATION OF US HIGHWAYS

This report reviews the effects of metrication in regard to construction and producer industries, loss of efficiency, the development of plans and profiles, maintenance, surveys and photogrammetry, and materials testing. Also considered are the legal aspects of conversion and reimbursement for metrication costs. The following proposed actions are recommended: (A) That upon the enactment of the implementing legislation, AASHTO participate, as appropriate, with the FHWA and others in the development of metric conversion plans and recommendations; and (B) That prior to the enactment of implementing legislation, AASHTO (1) encourage the FHWA to keep abreast of Federal activity in the metric area, particularly as it relates to highway matters, and to serve as a central reservoir of information on metrication, (2) endorse use of the "Metric Practice Guide" (ASTM E380-72) to ensure a common basis for converting quantities to metric units, (3) employ dual dimensioning in English and metric units wherever practicable in publications, and (4) defer further official activity relative to metric conversion until the enactment of implementing legislation clarifies some of the uncertainties.
