This article provides, a fairly detailed review of a report entitled "Operating and Maintenance Features of Container Handling Systems," published by UNCTAD together with accompanying audio-visual materials. The report attempts to provide the kind of information needed to correct a situation in which the wrong type of container handling equipment, or the wrong mix of equipment, is often purchased for terminals in developing countries, and in which poorly planned and executed maintenance is a frequent problem and results in low equipment availability and high downtime. The report also addresses bureaucratic and obstructive government procedures that hamper ports in obtaining spare parts, and discusses the general inadequacies of local management. It includes a wide variety of empirical data, practical tips and guidance notes. The author of this review article analyzes the definitions employed in the report and examines its conclusions with reference to the assumptions made in arriving at them.
