New standards of survivability are being set for passenger and freight ro/ro vessels, but the author casts doubt upon the arbitrary methods employed in setting new standards for residual stability. He states that present deterministic methods do not address the consequences of nonsurvivable incidents in which rapid capsize can result in a major loss of life. He therefore discusses the value of reserve buoyancy at higher levels in retarding or preventing capsize.
