THIRD REPORT OF THE COMMISSION ON MERCHANT MARINE AND DEFENSE

This report starts with 25 findings of fact and conclusions set forth by the Commission studying problems relating to the defense preparedness of the merchant marine fleet. The remainder of the report is comprised of three chapters. Chapter 1 provides updated information about current and projected capabilities of the U.S. maritime industries to provide sealift, ships, mariners and adequate shipyard facilities in time of war or national emergency. Chapter 2 reports on progress made within the government and by the maritime industries in carrying out the recommendations contained in the Commission's second report. Chapter 3 deals with the costs and benefits involved in the implementation of the Commission's recommendations for improving the strategic sealift capabilities of the U.S. Six appendices document the main report.
