The role of traffic records is discussed and attention is focused on the issues relating to the iniation of traffic safety programs. Managements needs for the determination of the nature and magnitude of traffic safety problems are identified, and methods of measuring magnitude and the related technical considerations are discussed. Several levels of management need to be informed of different stages of program development; this required different kinds of analyses: basic problem identificationn; detailed understanding of the problem; and designed, controlled experimentation. An example is used to illustrate the importance of measuring magnitude. The measuring may be done in several ways: by absolute numbers, rates, expert opinion, and/or compound measures. Methods which combine actual experience with the probability for change provide better assessment of problem solutions and are more suitable for establishing program priorities. The importance is empahsized of the selection of statistical tools and the drawing of correct inferences. For many purposes, including program priorities, magnitudes need to be converted to relative values. It is observed that the use of current data in problem definition is greatly facilitated by safety management staff knowledgeable in both traffic safety and computer programming.
