The United Kingdom has taken a giant step forward towards the elimination of collisions and oil spills in navigable waters, specifically the English Channel. The U.K. has proposed the compulsory requirement of the vessels of the British flag to proceed in the direction of recommended traffic flow. The U.K. has turned to other nations hoping they will also agree to the proposal. A series of identification stations are being constructed both to act as aids to navigation and to identify and report violators. The U.K. has also assented to the Merchant Shipping Act which imposes strict liability on tanker owners for oil spills. Thus, the U.K. may be the first to ratify this necessary piece of legislation.
