OVERCOMING INSTITUTIONAL BARRIERS TO IVHS

The deployment of the advanced communications, electronic, and computer technologies known as Intelligent Vehicle-Highway Systems (IVHS) requires a major course correction from the traditional approaches to surface transportation in the U.S. The great promise of IVHS for congestion relief, a reduction in traffic deaths and injuries, fuel conservation, and environmental protection and improvement can be realized sooner rather than later only if our transportation thinking catches up with advances in our transportation technology. This article looks at the following areas that impact future implementation of IVHS: Private Sector Access; Local Government Coordination; Privacy; Standards; Air Quality and Environmental Compatibility; Education and Staffing; Antitrust; Intellectual Property Rights; Liability; Procurement; Statutory and Regulatory Barriers; and Societal Implications.
