SHIFTING TO A MARKET ECONOMY: THE VIETNAMESE TRANSPORT DEREGULATION POLICY
This paper discusses the Vietnamese transport deregulation policy. Special emphasis is given to the ongoing research being carried out in INRETS on transport economics in Vietnam. It discusses the effect of the new economic policy on the transport sector. It also discusses the effect upon the economy of the transport sector. This paper is focussed on land goods transport, more particularly on road transport. It is based on the first observations made in the framework of French-Vietnamese co- operation on transport economics, and on the exchanges that have been made during three missions, especially with the Transport Economic Science Institute in Hanoi. More widely, it derives benefit from the research work made in INRETS on the evolution of transport policy in the countries in transition.
