ON THE FUTURE OF DRIVER LICENSING AND DRIVER LICENSING RESEARCH

This paper points out the need for improvement in driver licensing, since current licensing programs, which involve a perfunctory examination and 10-minute road test, are questionable as to their contribution to safe motor vehicle operation. A method of improved licensing is suggested, whereby a diagnostic test could be used to identify the limitations of applicants knowledge, skills, attitudes, or other personal or physical characteristics, which could than be pointed out to the individuals for remedial purposes.
