AN ANALYSIS AND EVALUATION OF ALTERNATE SCHEMES TO INCREASE AUTO OCCUPANCY

The paper describes a portion of the work done at the Chicago Area Transportation Study investigating the fuel saving potential of forming car pools for the work trip on a regional basis. The formation of car pools is viewed in traditional economic theory as an example of consumer behavior and pricing. A simple economic behavior model was formulated and applied to the evaluation of several general pricing schemes to increase car occupancy. Using this model the ability of the pricing schemes (which can be interpreted as the consequences of various fuel allocation programs) to reduce fuel consumption was evaluated. /Author/TRRL/
