ENVIRONMENTAL, SOCIAL COSTS ARE NECESSARY WHD EXPENSES

A survey is given of expenditures by the Wyoming Highway Department on enviornmental and social considerations. The Enviornmental Services branch of the Department is responsible for conducting social, economic and environmental studies, sponsoring public hearings and monitoring public reaction to Department projects. Before a project is begun surveys are conducted on projected noise or air pollution levels or archaelogical effects. Often an engineering study accompanies the archaeological one, to determine the cost of bypassing a historical landmark. Another costly function of the Environmental Services Branch is public hearings. Other social considerations which must be budgeted for are Equal Employment Opportunity requirements, including the awarding of contracts to minorities and possible subsequent training programs, Occupational Safety and Health Act requirements, and litter pick-up.
