WHY THE UK RESURGENCE IN NEW PUBLIC TRANSPORT SCHEMES?
This paper examines why, in spite of UK Government legislation aimed at withdrawing from involvement in urban public transport, there has been a surge of public transport planning activity. New plans have led to justified requests for Government grants which have outstripped available funding. To explain the phenomena, this paper concentrates on urban areas and sets out the relevant legislative context, its intent and actual results. Government guidelines for grant assistance are explained together with the public and institutional factors which have provided the impetus for much public transport planning. Current urban public transport schemes, completed and proposed, are identified and difficulties in obtaining Government grants are explained. The paper outlines some modeling techniques used by public transport planners to assess potential schemes.
