TESTIMONY OF PETER G. KOLTNOW, PRESIDENT, HIGHWAY USERS FEDERATION, BEFORE THE TRANSPORTATION SUBCOMMITTEE, COMMITTEE ON PUBLIC WORKS, UNITED STATES SENATE

The Federal role in highway transportation in cooperation with state and local effort is discussed with special reference to the following: the interstate, other urban and rural highways, rural roads, road investment, highway safety, research and traffic management, intergovernmental relations, and the Highway Trust Fund. Federal leadership and participation makes possible nationwide integration of major highways, improvements in less affluent states, uniform standards, and provision for highway projects which require larger capital than states and local communities can provide. So that the Federal government may provide even greater leadership in current times of economic strain, Congress is urged to enact a suitable highway program with clearly defined responsibilities (listed).
