KANSAS CITY CONTROVERSY

After nearly thirty years without electric rail service, Kansas City is trying to establish a new light rail system. One controversial matter remains unsolved: how many riders are necessary to support a modern LRT system? Ridership on Kansas City's all-bus system has steadily decreased, and some critics of the proposed LRT system think that there is not enough consumer interest to justify the expense of a new electric rail system. Apologists of the plan contend that riders will return, and that any LRT system will be run in such a way as to avoild any financial liability.
