THE IVHS STRATEGIC PLAN FOR THE UNITED STATES
The strategic plan outlined in this article is a road map for implementation of IVHS over the next 20 years. It is not set in "concrete." In fact, it may not require laying any concrete--a major and historic shift in emphasis in American transportation policy. Because IVHS technologies are dynamic, advancing rapidly as companies test new innovations and launch new products, the plan will be a living document, evolving with advances in technology and experience gained through testing and deploying IVHS technologies. The plan's principal goals are to: (1) Establish the objectives of a national IVHS program and predict its costs and benefits; (2) Identify key challenges to IVHS deployment and seek ways to resolve real and potential problems; (3) Suggest appropriate roles for public, private and academic participants and help build mutual cooperation; (4) Outline a course of action to develop, test and deploy IVHS technology; and (5) Estimate the magnitude and sources of funding required.
