ROAD TRANSPORT QUALITY SYSTEM -- AN OVERVIEW
The RTQS had its origin in the National Transport Policy Study which resulted in the White Paper on National Policy in setting goals for the transport system in South Africa. These goals are: (1) to ensure a safe and reliable transport service in the country; (2) to further effective and fair competition (Regulatory constraints which prevent free competition and which gave certain groups unfair privileges over others should not be allowed); (3) to further private initiative and, (4) to simplify regulations which can effectively be enforced. The RTQS is a framework of legal and administrative measures to maintain and enhance safety in road transport and to allow new policy to be implemented. In short, the RTQS consists of appropriate safety and operation standards and measures to ensure strict compliance with standards.
