Institutional issues comprise approximately 80% of the concerns in implementing Integrated Traffic Management Systems (ITMS). In comparison, the technical issues usually make up roughly 20%. Funding is also a major concern. Mr. Barnhart comments on the development of a multi-jurisdictional coordinated traffic management system in the Los Angeles area.
