THE GEORGIAN WAY: COMPLYING WITH THE ENABLING LEGISLATION FOR A TRANSPORTATION IMPACT FEE

Gwinnett County, one of the largest and most affluent counties in Georgia, located in the Atlanta Metropolitan area, is expected to be adopting a transportation impact ordinance in the Fall of 1992. This paper discusses the process used to comply with the enabling legislation for the development of a fee structure for Gwinnett County and the included cities. It addresses the technical process, the integration of the work used to develop the fee into the comprehensive plan, and finally the community consensus building activities allowing the elected officials to move forward with the adoption of the ordinance.
