EMPHASIZING ENVIRONMENTAL CONCERNS IN MUNICIPAL TRANSPORTATION PLANNING: "TRANSPORTATION ENVIRONMENT ACTION PLAN"
The Transportation Environment Action Plan (TEAP) presents a new challenge to practicing transportation engineers to find ways and means of redefining the traditional approach to the provision of transportation services to the community. This redefinition must shift the emphasis from providing an "efficient transportation system for the movement of people and goods" to providing "transportation services that enhance the quality of life of the people". This challenge is neither easy nor simple, because it encompasses the fundamental difficulty of altering people's attitudes and life styles, to make them consider, while meeting their present needs, the ability of future generations to meet their own needs. The challenge therefore, is the development of sustainable transportation services.
