PORTLAND'S SUCCESSFUL EXPERIENCE WITH TRAFFIC CIRCLES
Traffic circles have been an intetral part of the City of Portland's neighborhood Traffic Management Program (NTMP) since 1986. In general, traffic circles are readily accepted by nearby residents and are perceived as being successful at reducing speeding along local streets. Given the positive experience with traffic circles in Seattle and Europe, this study was initiated by the City of Portland to better understand how their NTMP program of installing traffic circles affects both speed and safety characteristics on neighborhood streets. Kittelson & Associates, Inc. (KAI) was retained by the City to conduct a peer review of the NTMP traffic circle locations. This report details the findings and recommendations of this peer review.
