SUBSTITUTING TDM FOR ROAD IMPROVEMENTS

One of the suggested alternatives to road improvements is the implementation of Transportation Demand Management (TDM) programs. This paper examines how realistic it is to substitute TDM programs for road improvements. This examination is based upon the results of several developer-sponsored TDM programs that were implemented in Montgomery County, Maryland in place of providing road improvements. This paper describes the growth management process in Montgomery County, several TDM programs, and thoughts on the applicability of substituting TDM programs for road improvements.
