CHALLENGES AND OPPORTUNITIES FOR TRANSPORTATION: IMPLEMENTATION OF THE CLEAN AIR ACT AMENDMENTS OF 1990 AND THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991

The purpose of this paper is to provide an overview of: (1) the key transportation planning requirements in the Clean Air Act Amendments of 1990 (CAAA) and Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) that will confront transportation planners; and, (2) the relationship of the new ISTEA provisions to the CAAA.
