IVHS POLICY - A CALL TO ACTION: REPORT OF A WORKSHOP ON INSTITUTIONAL AND ENVIRONMENTAL ISSUES

The Institute of Public Policy at George Mason University and the Institute of Transportation Studies at the University of California, Davis, recently convened on the issue noted in the title. This paper reports the results of the workshop and sets forth a call for action on these matters. It identifies core policy areas that warrant further attention, including continued emphasis on the development of a shared vision for IVHS, public versus private roles in IVHS integration, the need for flexible institutions and the need for empirically based debate. It then discusses the actions necessary to ensure that attention, including: the development of a research program on IVHS policy issues, modifications and additions to the field test program, the development of an ongoing policy forum, continued outreach to develop a shared vision for IVHS, the development of IVHS policy training and the fostering of informed debate on the environmental impacts of IVHS.
