RESOLVING INSTITUTIONAL BARRIERS TO EFFECTIVE TRAFFIC MANAGEMENT
Calling on the authors' experience in southern California, this paper addresses some of the difficulties encountered during attempts to implement traffic management systems (TMS) on a regional basis. The changing perspective of TMS and 'tools of the trade' are briefly discussed. Institutional barriers are then identified, with particular focus on political, professional and physical constraints. Specific solutions are also offered for a variety of problems. Finally, the authors suggest that the institutional barriers imposed in large urban areas by multiple interests with disparate goals may only be overcome by treating our transportation infrastructure as a utility and turning over its management to the private sector.
