This paper discusses some key factors of attracting private sector investment capital. It uses the analogy of the commercial space launch vehicle industry. There appear to be about three key factors that are necessary to attract risk capital investment in a new technology into an emerging market like IVHS. First is a stable regulatory environment. It is important to investors that the political risk can be minimized and that they can expect policy makers to allow them to profit ultimately over the long term for the risk they are incurring today. The second key factor is the importance of highly defined potential market segments. This is where policy makers can play a key role. Lastly, companies need to be able to secure sustained competitive advantage.
