A SECOND GENERATION INTERSTATE -- EXAMINING 21ST CENTURY FEASIBILITY

The purpose of this paper is to describe (1) the nature of the "Interstate 66 Feasibility Study"; (2) the major concepts being considered, including both IVHS and other modes; (3) the type of analysis being undertaken; and (4) some of the issues of concern. The innovative nature and breadth of this study is unprecedented in transportation planning work. This derived from four unique features: (1) Scale of the project (coast-to-coast); (2) Futuristic vision (30 to 50 year time horizon); (3) Multimodal scope (highway, rail, pipeline); and (4) Joint use opportunities (communications, water transmission). The study provides an unprecedented opportunity to appraise the potential of IVHS technologies to create a second generation Interstate highway system that could achieve a major boost in our national productivity.
