HIGH-OCCUPANCY VEHICLE FACILITIES: A PLANNING, DESIGN, AND OPERATION MANUAL

This document sums up past experience with high-occupancy vehicle (HOV) systems as a guide to those planning, designing and operating HOV facilities. It draws on many sources, including publications of the American Association of State Highway and Transportation Officials, Federal Highway Administration, Institute of Transportation Engineers, and various state and local agencies; proceedings of the first four nationwide HOV conferences held from 1986 through 1990; and interviews and surveys among practitioners in various U.S. cities. The manual is intended to advance the state of the art and to provide a cumulative resource of guidelines and experience. It takes a fresh look at recent U.S. experience and is intended as a user's resource to HOV applications in freeway corridors and busways on exclusive rights-of-way. The first chapter is an introduction, examining the role, purpose, and benefits of the HOV concept, the types of systems implemented, and highlights from selected projects. The next three chapters address HOV planning, operation, and design, respectively. The final chapter briefly summarizes the elements of successful HOV implementation.
