DRIVE II: PLANS AND PROGRESS

The single internal market of the European Community is now in the final stage of completion, so that by the end of 1992 it will have full freedom of movement of people, goods, capital and services, at least within the twelve Member States. In a further major development, the Heads of State agreed last December on the text of a new Treaty of Union intended to lead progressively to economic and monetary union and eventually to a single currency. This treaty will give added impetus to the decision, already taken within the existing Treaty, to put additional resources into completing the trans-European networks in relation to transport, telecommunications and the movement of energy. This paper looks at IVHS in Europe with an emphasis on the administration of such systems into the public arena.
