This is the eleventh in a series of congressionally required biennial reports submitted by the Secretary of Transportation to the Congress pursuant to Section 307 of Title 23, United States Code. The report provides objective information on highway and bridge finance, conditions and performance, and future capital investment requirements to achieve defined system performance objectives. The report contains an introduction and executive summary followed by four chapters. Chapter 1 describes recent trends in highway travel and highway system mileage. Chapter 2 outlines highway revenue sources and recent expenditure patterns for all units of government. Chapter 3 describes current highway and bridge conditions and performance and selected trends. Chapter 4 projects future highway travel demand and estimates capital investment requirements.
