Quantitative measures of several aspects of urban transportation system performance which are difficult to incorporate in a cost-benefit analysis are presented. Two major types of evaluations are presented, those based on linked trip data between origin-destination zone pairs and those based on traffic volumes on individual links of the transportation network. Several miscellaneous evaluation procedures are considered, as are the problems of presenting evaluation data in an effective manner. /ASCE/
