NEW PLANNING STRATEGIES FOR TRANSIT-BASED HOUSING IN NORTHERN CALIFORNIA
In this brief paper, two state roles to achieve sensible transit-based development in Northern California are put forward: (1) amendment of the current Congestion Management Plan (CMP) legislation to encourage development within a one-quarter-mile radius of rail transit stations, and (2) establishment of "Transit-Based Development Districts," to utilize a form of tax-increment financing.
