HIGHWAY LITTER IN PENNSYLVANIA - 1991
The Pennsylvania Department of Transportation (PennDOT) retained TriLine Associates, Inc., to perform a study of litter on Pennsylvania highways. This report describes an analysis of a scientifically selected sample of road litter performed during the Fall season of 1990 and 1991. The purpose of the study was to: (1) characterize road litter constituents and their origin; (2) develop methods to evaluate road litter quantities on (a) urban versus rural roads, (b) interstate versus primary versus secondary roads, and (c) intersections and ramps versus through sections; and (3) evaluate the effectiveness of six key PennDOT litter reduction programs and based on evaluation, recommend feasible new or continuing programs for highway beautification in Pennsylvania. The six programs reviewed were: PennDOT Maintenance Force Litter Pick-Up; Keep Pennsylvania Beautiful Campaign; Adopt-A-Highway Program; Litter Brigade; Litter Law Enforcement; and Highway Beautification (Wildflower Program).
