ROAD SAFETY - AN OVERVIEW OF WORLD BANK EXPERIENCE . COMPENDIUM OF PAPERS. SECOND AFRICAN ROAD SAFETY CONGRESS, ADDIS ABABA, OCTOBER 16-20, 1989. JOINT ECONOMIC COMMISSION FOR AFRICA AND OECD CONGRESS

This paper presents a brief overview of World Bank experience in road safety. One hundred and six projects have been undertaken by the Bank with a direct or indirect impact on road safety. Of the 106 projects, 36 included specific road safety components. The paper identifies and explores some of the key issues contributing to the success or failure of these components. The projects include: (a) physical engineering (road layout improvements), which have been generally judged to be successful, but upon very little evidence as there is inadequate monitoring of the improvements and few, if any, before and after studies carried out; (b) vehicle inspection. This aid is usually in the form of vehicle inspection equipment, and sometimes the construction of vehicle inspection stations. However, little if anything has been done to provide training in the use of such systems and without this and without institutional support, such equipment is of little use; (c) road user education, such as the development of children's education, driver training schools, driving courses and publicity campaigns. Very little information is available on performance and the conclusion is that such campaigns are best undertaken by a national coordinating body such as a National Road Safety Council; (d) highway legislation, which has been found to be best left to national agencies themselves; (e) enforcement, which normally includes upgrading traffic police activity by providing equipment,or training, and has found to be effective; (f) post accident assistance such as the provision of ambulances and rescue service trucks; (g) data collection and analysis; (h) finance for safety studies, and (i) technical assistance in training local personnel.
