TRAFFIC SAFETY IN NIGER: ACCIDENT SITUATION, INTEGRATED PROGRAMME AND INSTITUTIONAL ORGANIZATION . COMPENDIUM OF PAPERS. SECOND AFRICAN ROAD SAFETY CONGRESS, ADDIS ABABA, OCTOBER 16-20, 1989. JOINT ECONOMIC COMMISSION FOR AFRICA AND OECD CONGRESS

This article presents some brief statistics on the structure of the road network in Niger and on traffic accidents. The results of a comprehensive road safety study begun in 1989 are also analysed and proposals for improving the situation suggested. One of the objectives of the road safety study was to establish the total numbers of injury accidents and victims using external data sources and source complementary data collection. The accident situation for 1988 was described and its evolution over the last 15 years was studied. The accident data, collected by the police are very comprehensive. The police are systematically called when an accident occurs. Gendarmes interview the victims first of all, then proceed to the accident site. Accident reports are very comprehensive and include a sketch of the accident location as well as witnesses' accounts. Accident casualty data is broken down into fatalities, serious injuries and light injuries. However there are no precise rules to define these three categories. Accidents can be broken down by accident type (fatal, injury producing, damage only) by injury type (fatal, serious or light injuries); category of road, gendarmerie group, gendarmerie brigades, time, cause, and month. However the results are difficult to interpret as the accidents included in the statistics are very heterogeneous, and because police are not always consistent. Data was also taken from the following sources: (a) hospital admissions records; and (b) data from files tried in court. Details of accident statistics taken from all these sources are presented and discussed. (TRRL)
