As in many other mode choice models, the alternatives for home to work travel in the Amsterdam traffic model are public transport, cycle, car driver and car passenger. This model structure precludes a proper assessment of policy measures aimed at promoting carpooling. A model which does not have this drawback, and which can still be used to forecast the number of cars, is a model with the following alternatives: public transport, cycle, drive alone, carpool driver,carpool passenger. This model (of multinomial logit form) was estimated on Amsterdam data. It was found that its explanation of observed behaviour was not significantly worse than that of nested logit models and significantly better than that of models with pooled alternatives.
