A QUALITY ASSURANCE PROGRAM FOR PRIVATIZED HIGHWAY AND BRIDGE MAINTENANCE CONTRACTS . PROCEEDINGS OF THE 1989 ANNUAL CONFERENCE OF THE ROADS AND TRANSPORTATION ASSOCIATION OF CANADA, CALGARY, ALBERTA, SEPTEMBER 17-21, 1989

As part of the British Columbia Provincial Government's privitization initiative, the Ministry of Transportation and Highways has transferred the maintenance of all highways and bridges to the private sector. It was important to ensure that a consistent, standardized approach was adopted for the administration of these contracts. A structured system of inspections and tests has been produced that recognizes both the limited Ministry resources available and the nature of maintenance operations. A Contractor Performance Report uses the inspection results to produce a rating of the contractor's quality of work. A Quality Assurance Audit is in place which monitors the application of the program and provides feedback for changes and improvements. Each contract area is audited on a regular basis to ensure that the objectives of the program are achieved. (Author/TRRL )
