This paper summarizes the evolution of travel demand modelling methods and applications within the Toronto region over approximately the last thirty years. Within this historical overview, the paper discusses: 1) the modelling methods used, 2) the planning studies or policy issues analyzed using these methods, 3) the decision-making environment within which these planning methods were undertaken, and 4) the role of modelling within the planning process as it has changed over time, as well as the effectiveness of modelling efforts in filling this role.
