This paper considers a scheduling problem for the operation of transit bus and trolley lines in Shanghai, China. The problem is different from the one encountered in Western countries because the number of buses is not sufficient to satisfy the transit demand. Moreover because of congestion on the street, bus running times vary significantly which would necessitate large layover times to adhere to a planned schedule.
