FIRST NEW CHAPTER FOR THE HIGHWAY CAPACITY MANUAL
A new chapter on multilane highways (chapter 7) has been approved by the Transportation Research Board Committee on Highway Capacity and Quality of Flow and was recently issued. The revised procedure is a major departure from the previous versions of the chapter. Density remains the primary measure of effectiveness for defining level of service. But the facility's speed-flow relationship is defined by its 'free-flow speed.' Adjustments for non-ideal conditions are to be made to the free-flow speed, rather than capacity. This article describes chapter development, and highlights key features of the new chapter.
