ELEMENTS OF EFFECTIVE STATE LAND-USE PLANNING POLICY

The paper reviews issues relating to the management and design of state-mandated local planning, and is based on the author's experience in the formulation, implementation, and evaluation of state land use planning policies in California, Florida, Georgia, and Oregon. The elements of effective state land-use planning policy are discussed and include the following: consensus for planning; gubernatorial leadership; goal setting; consensus on desired urban form; citizen involvement; financial and technical support; coordination; enforcement by state; legal standing by other than state agencies; institutionalized appeal structure; and management of state planning policy.
