CONGESTION PRICING: PROMISE AND LIMITATIONS. TRANSPORTATION ENGINEERING IN A NEW ERA. ISSUE PAPERS FOR THE ITE 1992 INTERNATIONAL CONFERENCE, MONTEREY, CALIFORNIA

The history of congestion pricing is briefly reviewed, and the changing climate for congestion pricing is discussed. The case for the market approach for congestion pricing is presented, and congestion pricing in practice is described. The latter includes descriptions of the oldest such experiment in Singapore, as well as experiences in Hong Kong, Oslo and Trondheim in Norway, Milan, Italy, and the Netherlands. The uncertainties and limitations of such pricing are also noted.
